Quick answers

UCC Type Approval in Uganda — key facts

Who issues Type Approval?

The Uganda Communications Commission (UCC) regulates Type Approval of communications equipment intended for use in Uganda.

Can an authorized agent file?

Yes. UCC's current framework and application form expressly provide for an Authorized Agent acting on behalf of the applicant.

Is a physical sample required?

UCC states that a sample is mandatory for end-user devices. For non-end-user equipment, the Commission determines the requirement case by case.

What is the application fee?

UCC currently publishes a USD 20 application processing fee, with additional approval fees depending on the equipment category.

How long does approval take?

The 2019 Type Approval Regulations provide for processing within 45 days, subject to a complete application and UCC's technical review.

How long is approval valid?

The UCC framework states that a standard Type Approval certificate continues to be valid unless cancelled by the Commission, subject to continued conformity.

Authorized agent structure

Can a Foreign Company Act as a Uganda Type Approval Agent?

UCC's current framework defines an applicant as a legally registered entity and expressly includes an Authorized Agent among the recognised applicant categories. The official application form also includes a dedicated Authorized Agent section requiring a Letter of Authorization or Power of Attorney.

  • The form separates the Applicant, Authorized Agent, invoice party and certificate recipient.
  • The applicant details request a TIN / Tax No. rather than expressly stating that it must be a Uganda TIN.
  • An authorized agent may act on behalf of the applicant where supported by the required authorization document.
  • Commercial importers, distributors and vendors in Uganda remain subject to separate UCC authorization requirements applicable to their market activities.

Current foreign-agent position

Dynamic Systems Advisory Limited has sought written clarification from UCC on the precise onboarding requirements for a foreign-incorporated regulatory agent using the UCC eServices system. Until that confirmation is received, we do not describe Dynamic as a UCC-appointed or UCC-licensed agent. Each application is structured according to the applicant's circumstances and the current portal requirements.

Uganda market entry

When is UCC Type Approval required?

Uganda Type Approval applies to regulated communications equipment intended for the Ugandan market. The process is designed to verify technical conformity, protect communications networks and users, reduce harmful interference and ensure compliance with applicable technical requirements.

Important market-entry distinction

A Type Approval certificate approves the equipment model. It does not automatically replace any separate importer, distributor, vendor, spectrum, service or operating authorization that may apply to the company importing, supplying or using the equipment in Uganda.

Equipment scope

Which equipment may require UCC Type Approval?

  • Mobile phones and cellular devices
  • 2G, 3G, 4G and 5G equipment

Physical sample requirements

Does Uganda require a Type Approval sample?

For end-user communications devices, UCC's current Type Approval Framework states that submission of a sample is mandatory. For non-end-user communications equipment, UCC determines whether a sample is required on a case-by-case basis.

Sample preparation

  • The sample should normally be a new production unit.
  • The product should clearly identify the brand and model.
  • Relevant accessories and peripherals should be supplied where applicable.
  • Applicants should confirm the current UCC delivery and collection procedure before dispatching equipment.
Processing time

How long does Uganda UCC Type Approval take?

The Uganda Communications (Equipment Type Approval) Regulations, 2019 provide for processing of a Type Approval application within 45 days. The practical timeline depends on the completeness of the submission, equipment classification, laboratory evidence, sample handling, UCC technical queries and payment of the applicable fees.

For commercial planning, manufacturers should allow additional preparation time before submission for document review, authorization, application preparation and any corrections needed to align model numbers, technical specifications and test evidence.

UCC Type Approval cost

How much does Uganda Type Approval cost?

Uganda Type Approval costs normally include UCC statutory fees plus the professional/regulatory service fee for application review, preparation and management.

UCC statutory fees

UCC currently publishes a USD 20 application processing fee plus category-specific Type Approval fees.

  • Radio equipment below 10 watts — USD 100.
  • Radio equipment 11–25 watts — USD 200.
  • Tracking device — USD 50.
  • Vehicle immobiliser — USD 150.
  • Telecom network subsystem — USD 150.
  • Telecom base station subsystem — USD 625.
  • TV & radio broadcast equipment — USD 200.

The applicable UCC government fee must be confirmed against the current equipment classification and fee schedule at the time of filing.

Dynamic Systems professional fee

Our professional fee is quoted per model and scope after preliminary review of the equipment and available technical documentation. Volume quotations are available for multi-model projects, laboratories and certification partners.

Certificate validity

How long is a Uganda Type Approval certificate valid?

The current UCC Type Approval Framework states that the validity of a standard Type Approval certificate continues unless the certificate is cancelled by the Commission.

Manufacturers and suppliers should nevertheless reassess approval status where a product is materially modified, its model designation changes, its RF characteristics change, its conformity documentation changes or the product reaches end-of-life.

Fee schedule note

UCC's current public fee page uses annual-fee wording for some listed charges, while the substantive Type Approval Framework states that a standard certificate continues to be valid unless cancelled. The applicable fee treatment should therefore be confirmed against the current UCC filing category.

Technical evidence

Test reports and standards for Uganda Type Approval

The exact technical standards depend on the equipment category, radio technologies, frequency bands, interfaces and intended use. UCC's form requires the applicant to identify the applicable standards, test performed, testing laboratory, laboratory contacts and test report details.

A typical technical file may include RF, EMC, electrical safety and RF exposure / health evidence based on recognized international standards applicable to the product.

Standards should not be selected generically. Each model should be reviewed against its actual radio interfaces, operating frequencies, power characteristics and product category.
